carry out the Agreement to the Soviet Government,

and the latter issued a reply through the Tass Agency

on the 11th July. The fact is that, without goodwill

the implementation of these Agreements is not possible

and such goodwill does not at present exist.

(3) Sino-Soviet treaty of 1945, and annexes

(4) Chinese Government communique of 25th June, 1947.
